Bank Indonesia, Issues Regulation for Money Laundering and Product Transparancy

JAKARTA, Indonesia Today - The central bank, Bank Indonesia (BI), issues new Regulation No. 13/29/2011 regarding Premium Customers Services (LNP) to prevent money laundering practices and new products transparency.

BI’s Head of Banking Control, Irwan Lubis, said both 16 banks, with total assets of more than Rp50 trillion which have international network, and mid-ranged banks intend to raise public funds through LNP.

“BI intends to regulate the banks to enhance their services. Their products shall be transparent and better communicated,” Lubis said in a seminar titled Dissemination of Indonesian Banking Policies on Prime Services Business seminar on Wednesday (26/1).

The new regulation is only referred to individual customers, not corporates. The premium services will have to fulfill BI’s terms, such as the account is required to have more than Rp1 billion per day and the application of due diligence. The account owner is also required to request such service personally, not offered by the bank.

“Those banks that already have LNP services are required to report to BI. If there are gaps between BI’s data and the bank’s, they will be given time to adjust their SOP with BI’s terms. The interest rate also shall not be above BI’s rate,” Lubis said.

On the seminar, Imelda Widjaja, Head Regulatory Compliance of PT Bank OCBC NISP Tbk, also said the central bank is ‘diligent’ in issuing new regulations but often confuses individual banks. However, Lubis calmly replied “Bank Indonesia is usually conservative and ‘cocky’. However, BI will not mix technical issues with banking procedural. BI will give flexibility to the banks but on the other hand it also controls the industry to stay healthy.” (ferdi@theindonesiatoday.com)
